Samsung galaxy note 3 European sim version questions

hi, a person is advertising a Samsung Galaxy note3 on a local classified ads website and in the description they say it's the European model and it only accepts European SIM cards, I did a quick google search on this and it says that the is a way to unlock it for any sim carrier around the world but I'm not sure if it's legit or possible so can someone on here please tell me about this cause the person only wants $100 for it and it's also with a Samsung galaxy gear so I'm tempted to get it and test it out or even buy it, unlock it then sell it off for a profit but first need more information.....
