What does refresh rate do?

I am guessing this might be answered somewhere else and yes I could just google it. But I want to have feedback from you guys on this question.

I know that the higher the Hz the better, but what does it actually mean? for example is 60Hz means it will display 60fps more clearly ? Thanks in advance!

no 60hz means it can show a maximum of 60 fps 120hz means it can show a maximum of 120fps and so on the clearness of the image depends on witch monitor you get

60hz means that the monitor does refresh it's image 60x / second.

Therefore if you are getting 60 fps [frames per second] you will have the ideal image.

You can get 120fps on a 60hz monitor, but the image quality will suffer and you will see tearing [lines / breaks in certain objects] due to more frames being put out than the monitor can ultimately process. [That's where Vsynch comes into play].
