Using my pc withous I/O shield?

It will be fine. You will get more dust settling in your computer but that's it (lost the I/O shield for my P3 rig years ago and it still runs no hassles).

When I did some IT stuff we worked on old PC's without the shields.  Personally, it's worth putting in as those ports on the back of your mobo are simply soldered on, and the IO shield supports then against the case.  You don't want to plug in something too hard and break the solder on the connector bank.

The I/O shield just essentially stops any dust getting in through your case (shouldn't be that bad anyway) and to protect the I/O ports from flexing say if you had a cable pulled down whilst it was connected to the port... 

It's not necessary, but worth having it on.

Umm I would cause it would bug the shit outa me but you should be fine just touch a metal part of the case before plugging anything in.

It's not necessary, but worth having it on.

It also grounds the rear I/O to the case.

i don't have an i/o shield on any of my pc's. its fine as long a you have positive air pressure.
