S4 mini battery related issues.

S4 Mini 3G (i9190) or aka serrano3gxx.

Official latest CM11

Battery stats thing in settings is completely lost (also lost from my quick toggles) I cant find it (unless i plug the charger and remove it when battery level is belove %14) and when I plug my phone to charger it doesnt show up as charging but charger in fact wakes my device ,I completely drained the battery and when i boot my phone with charger plugged it wont charge and battery level is stuck at %0 

 

Does anyone has any suggestions ? or know how to fix this? 

What I tried:

Restored 3 days old working rom = nope

Flashed a compatible kernel = nope

Removed batterystats.bin = nope

Removed the battery and let the thing sit there for 30 minutes = nothing

Licked the battery = nada

Tried a different wall charger = nope

Tried different cable = nope

 

I do feel like something is fried or battery is on its way out (but it still lasted like a good 2 days with 6 hours of screen time) the absolute last resort is flashing the phone to stock via odin and see if that fixes it ,if not RMA it.

EDIT:I fixed it by completely formatting internal flash and flashing cm12 then letting charge for a while then formatting internal storage again and restoring my working cm11 backup
