If you mean test your speed then it will use all the bandwidth you would ortherwise have, not very smart.

If you don't need a chart or log of peaks and dips, etc. and just want realtime UL/DL speeds, there are several Rainmeter widgets which will display your current PC's bandwidth usage.  They're not exactly perfect and each individual widget has it's own individual latency and refresh rates due to the coding (as you can see with the slightly different CPU load percentages).  But if your goal is just to monitor how much of your bandwidth your PC is currently utilising, this may do the trick for you.  Although there are plenty of other programs that'll probably do the same thing and more....

The DL/UL speeds displayed in my attachment are realtime buffering speeds of a video of TFS Abridged on YouTube.  I also had LTT forums and Facebook running on the other monitor.
