I have an i5 4690k running at 4.5ghz and 1.3v however it keeps overvolting to around 1.31 or 1.32 volts. It even shows that in the bios.

It's probably Turbo Boosting.

Alright. Well is it bad? I've been told that I should NEVER go over 1.3v for a 24/7 overclock. I plan on making this a 24/7 overclock.

Going a little over is not going to do anything.

When it goes into Turbo Boost mode it basically makes a temporary overclock for itself if you're doing something intensive.

If you don't want to run at that clock and voltage constantly, you can use Adaptive voltage, which will lower itself when your CPU is idling.

Sounds more like voltage is drooping. You might want to test out different LLC (Load Line Calibration) settings and see if you can space it out. Or it might be that mobo is just that kinda quality that you can't do anything about it.
