All games is a bit of a stretch, however you will be able to get solid fps in most games. However, I would recommend getting a single 980, leaving the opportunity to get another one in future

Can a gtx 970 sli run all games ultra at 1440p in 60fps?

yes. unoptimized games maybe not.

i run sli g1 gaming 970s and i get @ 1080p maxed out, 185fps in bioschock infinite, 80-90fps in farcry 3
