so if the tegra X1 can do 1 terraflop and it's twice as powerful as the tegra k1 and the current gen consoles can do 1.31 to 1.84 terra flops, that should mean that the Tegra Titan X1 Z black edition will be more powerful than the current gen consoles

To some extent yes. The "Black edition" or "titan edition" hasn't been confirmed or rumored in any way, so there is no telling whether this speculative chip will be better, but the concept of having stagnant hardware being beaten by "new hardware" isn't too far fetched either.
