need help with flexible channel control

in short i would like to have an interface more or less like the build in windows mixer. displaying all the active sound sources and inputs. and then "easily" be able to select which sources i want to send to specific
outputs (different surround outputs, head phones, front header, hdmi, digital toslink, etc..)

i currently use a asus rog rampage 4 motherboard and a asus xonar phoebus sound card.

does anyone know how a settup like this might be possible  and if so what software and or hardware i would need to make it work?

i think i might need an additional internal or external soundcard in order to get enough digital channels to pull it off. but i am by no means
and audio expert.

any help toward archiving such setup is appreciated.  :)

My system: CPU: intel i7 3930k, Motherboard: ASUS rampage 4 extreme, gpu: GTX1080 RAM: 32 GB Corsair vengeance quad-channel 1866 MHz, sound card: ASUS xonar phoebus, Bootdrive: intel 520 240GB ssd, Storage drive: 3x 3TB Seagate baracuda, psu: Corsair HX 1050, Cooler: Corsair h100, Case, Corsair obsidian 800D.

I really really wish this existed outside of the expensive professional realm, but it doesn't. It's half possible if you have enough analog outputs with a big multichannel mixer, but on the software side, not all programs can independently control their output device nor does Windows allow you to assign that.

how about professional sound gear then? could you get an external signal controller / mixer and run all your inputs and outputs through it and then have it controlled on the computer. say if set up programs to use a dedicated audio output from the sound card. and then manage it that way?

And that's the problem - not all programs can be controlled like that. Plus, I don't specifically know of any software that can control audio sources like that.
