Video Tearing/How do i turn off Vsync?

Hello. So I've been having performance issues while watching any format video in full screen mode. This includes Windows Media Player, VLC, Windows Media Player Classic, Youtube or any other video online using flashplayer. If i maximize the video, but not full screen it, then i don't have issues. Which now when i think about it could be effecting my gameplay whenever i play a game in full scree.

 

I've gone through some forums and after fishing through all of the arguing that goes on, someone suggested turning off vsync because this is a common Nvidia graphics card issue (what i'm reading, not what i'm saying).

 

I have a...

CPU: AMD FX 8350 (not overclocked)

GPU: EVGA Nvidia 4GB GTX 770 (not overclocked)

RAM: Corsair Vengeance 16GB (2x8GB) 1600MHz

CPU Cooler: Be Quiet! Dark Rock Pro 3

MOBO: MSI Gaming 970 Motherboard

OS: Windows 7 Ultimate

 

When i had a Radeon 6870 with a Phenom II X6 1045T, Gigabyte GA-970A-ED3 and Antec Kuhler H2O Cooling Kit i didn't have this issue. (maybe not playing the newer games in max, but definitely was able to play 1080P in fullscreen)

 

Can anyone tell me how to turn off Vsync, unless someone knows a better solution for what's going on?

 

* Side note: I have the most up to date drivers for nvidia and i have pretty much all codecs you can get for video encoding (it also happened before i did), i also have the most up to date flash player/shockwave *

Basically when i watch any video in full screen i have tearing. but when i view it in maximize or regular view, its fine. I know that shouldnt happen because when i had a Radeon 6870, i didn't have that issue and that was a much older and less powerful graphics card.

I used to get the same thing when using a gtx 760. youtube videos would tear like crazy. now with R9 290 that doesn't happen. I don't know if there is a fix.

Buy another GPU?

Strange never heart of this issue playing videos.

I feel as though going back to AMD shouldn't be a solution. I have no issues with AMD graphics cards, but considering i purchased a very good mid level graphics card, you'd think I'd be able to do a basic function like watch a video in full screen regardless of resolution (assuming its under 2K). If i was complaining about playing AC Unity, i'd understand how dumb my question is, but it's just videos. There has to be some kind of solution or else Nvidia is going to lose a lot of customers over something super essential to most PC users.
