Hey guys I'm building a budget gaming pc of course i have a $220 budget. I would like at least a 4 core processor we already have a psu and hard drive so those aren't needed. Meant for 1920x 1080p gaming size of the machine  doesn't matter. thx :D  :D  :D  :D  :D  :D

That's not really possible,, unless you are reusing a ton of parts.

This is the cheapest thing worth buying. If you have an old case, you can use that and save $30. It isn't worth getting a quad core cpu, this will be better in almost all games than a quad core in this price range.

Give me about 1 hour to finish my coursework and I'll get something together for you. For now though, my advice to you is use Ebay and look for offers on amazon, it'll save you helluva lot of money.

that's a very very very tight budget aslmost impossible

I built a PC on a budget of £91/$139, it can be done.

You could buy like used gpu for 40-50 bucks and build around that. Like r7 260(x) / hd 7790.
Else.

You can OC memory to get more FPS

If you are not comfy using biostar mobo, then ditch cpu cooler and get MSi mobo for 64$

Why not just get an AMD Athlon X4 3.4Ghz? It'll save him like $30 if he buys on ebay.

This should be fairly cheap:

CPU:AMD Athlon X4 3.4Ghz

Graphics Card: GeForce 9600GT or GeForce GTX 650 (PNY one is the cheapest from what I can see)

Motherboard: Whatever you find for less than $45 on ebay that has an FM2 CPU slot, a PCIE slot and DDR3

Case: Gut a prebuilt you have lying around somewhere and use that, or this NZXT Source 210 http://www.amazon.com/NZXT-Source-210-Computer-Black/dp/B005869A7K/ref=sr_1_1?ie=UTF8&qid=1420194650&sr=8-1&keywords=NZXT+Source+210

Storage: You already have some

PSU: You already have one

RAM: Kingston HyperX FURY 8GB http://www.amazon.com/Kingston-HyperX-FURY-2x4GB-1600MHz/dp/B00J8E8ZLK/ref=sr_1_10?s=pc&ie=UTF8&qid=1420403932&sr=1-10&keywords=g.skill+ripjaws+x+series+8gb

Edit: Fixed, I just noticed you said you already had the PSU and HDD
