That measurement is really, really wrong. Not sure if MS is ever going to fix that.

uhmmmm... 5.4ghz? Dayum what the hell kinda golden chip are you running?? i thought my 4.8ghz was respectable lol

My 'golden chip' hits 4.8ghz with 1.315v but I run 4.5ghz so my fans never ramp up even at load. Haven't gotten around to seeing how high it could really go though.

I just can't be bothered to change it because it requires effort. What if it fucks up somehow, then it will require more effort... I like it stock.

It doesn't do anything but change the border size. I doubt you'd accidentally make anything else happen. 

There's also an editor to revert to the stock border size.
