60Hz Vs 60+ FPS

I was wondering, if I am using a 60Hz monitor and I am running a game locked at 80 FPS, will I be able to perceive those 20 frames even though my monitor refreshes at a lower rate?

Nope. Your monitor will only ask for a new picture 60 times in a second.
Doesn't matter if your have 1 fps, 60 fps, or 10000 fps.
