Are you really spending 10k on a pc? At this price point it doesn't really matter if anything needs to be changed, because everything is already the best. You're 15 and have this amount of money to spend on a pc?!?!

The use case is full time content creation and some gaming. 

Budget is about $10,000 but must include everything.

This is pc is for someone else. Sadly not me.

There isnt really much to improve. I'd probably drop the 850 evos and get a PCIE SSD becuase hey, why not. Also i'd either wait for the 8gb varaints of the 980s or go for the 8gb versions of the 290xs to power all dem monitors and maybe get 3 of them because the scaling between 3 and 4 is not worth the cost. Also for the fans get noiseblockers. Basically Noctuas -poop :D. Also why not got for a beefier psu.

I thought of this because it has the performance, it is quiet, and it will look good.

It has to look good, be quiet, perform well, have a 21:9 monitor and 3 16:9 monitors, and rgb kb/mouse.

LOL, you should have just told him, that if he was getting a custom loop water cooling, then this was not for content creation anymore, and he has to be an enthusiast to be doing something like this. If he doesn't react to that, then that's $10k gone.
