mouse and keyboard not working at welcome screen?

So I recently installed a new mobo,CPU, and ram. Now at the welcome screen my Mouse and keyboard don't work. I have an evga torq x10 and a corsair k70 rgb.

waht ports, if they are in usb 3.0 ports, try them in usb 2.0 ports
