Guys I'm desperate for help, I want your input about what the problem might be. At this point I just want to go out and buy a new GPU but that's costly...

So, a few months ago I bought an R9 270X Toxic but since I bought it I haven't been able to enjoy it. Games stutter and they don't run like they should, not at the fps and settings they should and it's not smooth. I realized my system was not stable, that the VRMs on my motherboard would overheat and that the CPU (FX 6300) was asking for stupidly high voltage, I immediately knew I needed a new PSU, what I had was a cheap KingWin PSU, so I bought an EVGA 600W 80 plus Bronze PSU confident that this would fix my problem, NOPE. My processor was still acting funny and I had one stick of RAM that didn't run at the speed that it should (it was supposed to be 1600MhZ and ran at 1333) I was sick of having issues, all I wanted to do was play games. So, for Christmas I asked for a new motherboard (Gigabyte 970 UD3P) and RAM. I knew this would fix everything because the GPU appears to be fine, runs at the speeds it should, it does not overheat, I don't have BSODs or see any artifacts. After installing everything and yes, with a clean install of Windows it fixed some of my problems, the CPU is finally stable using decent voltages, nothing is overheating and RAM works fine BUT GPU is still not fine, games sometimes stutter a little, Mantle still doesn't work in BF4 and it just doesn't give the performance it should. I get very big FPS drops in any game and very low performance, everything is kind of choppy, things take some time to load so it hitches and stutters. The only things left to switch out are the HDD which is a WD Caviar Blue 7200 RPM drive and the GPU which appears to be completely fine just gives lower than expected performance. Want to hear your input on this, could it be the HDD that's taking time to load things and decreasing performance? or is this just a faulty GPU that works for the most part fine...

I could really use some of your input.

Thanks.

What clock does your GPU run at on the Core?

Well, I just opened Unigine Valley and GPU-Z says it's at 1100 MHz.

What does Afterburner say?

Last night I played a few matches with high settings and I'd say it's for the most part in the 40s and 50s but sometimes they're at what they should be, which is above 60fps but like out of nowhere they go down to the 30s even.

Is the card overheating?

Do you have any case fans?...That 62 degree celcius idle o_O

Haha I know, kind of hot in there but nothing that couldn't be handled. I have one rear exhaust and the Hyper 212 Evo which also helps I guess and one front 120mm intake which might be a bit dusty... :D

Could you do us a favor and check your CPU voltage again please. You recognized that HDD and GPU may be causes but you never swapped out your CPU either so we should rule that out. Also CPU's play a role in gaming in bf4 and such and are taxed. Hopefully that PSU didn't overvolt your CPU or GPU....

Ok maybe I was quick to dismiss the CPU as a cause, just started Prime95 and noticed the CPU is sometimes going down to x15 multiplier which gives 3000MHz approx. that shouldn't happen right? Maybe that's what causes the hitching and stuttering?

Do you think that's it?

If you can acquire another GPU I'd throw it in your system and test it to see if there are any problems there. If not I'm weary of that cpu... Also go ingame to a section that doesn't require loading from the HDD and stay there for a few minutes see if it stutters when not loading from the HDD to isolate that

Actually I think it is going to come down to the processor. I overclocked it using AMD overdrive just a few hours ago to see if anything would change and to my surprise Battlefield was sooo much better, my fps jumped up and I was able to enjoy some matches but there is still something wrong with it. I think I'm going to need to buy a new one :( but I am now 80% sure processor is the problem.
