Bottle Necking?

So i recently got an r9 290 and it isn't using all of its power. It is not letting me use 100% of its power and when i even 75% of it, my games crash, programs crash, my screen flickers.. I am pretty sure its not bottlenecking because i have an x4 750k processor, 16gbs of ram and windows 7 64 bit. The reason i know its not performing well is because my friend playing the same game using an r7 250 is getting more fps than i am hence the fact i am using an r9 290.

those not related to graphics card bottlenecking but sounds like either driver issue or issue with your hdd

I just can't you should never bundle a high-end GPU with a budget CPU, try to reinstall the drivers.

Well then you will be sad to hear that the X4 750k is a huge bottleneck in CPU intensive games like BF4

But its only when i overclock. Never any other time

increase voltages? also what PSU do you have?

I am only playing minecraft.... I am not really getting lag but when I record it is really lagging.

What do you record with ?

Use AMD GVR you won't get a performance hit maybe only 1-5 FPS.

Ok. Its just what confuses me is that a  brand new computer with an r7 250 is better than my oldish (april 2014) gaming computer is worse than the new r7 250. Even when i am not recording.

Me too maybe the fps counter is wrong or drivers or maybe windows don't know.
