Steam won't let me buy game as gift?

I think that tthe bundle is one for you and 3 for friends so it is trying to give you one

So I want to purchase a 4-Pack of Orion Prelude on Steam which is $1.50, because I'm feeling jolly. I already have the game so I want to gift them to some friends. But when I go to buy it, I'm greeted with this.

The button to purchase as a gift is grayed out, so what the hell Steam. Anybody have any ideas?

 The Wannabe is no longer. Replaced by the Flotilla. If you replace every part of a computer is it still the same computer?

Ohhhh, that would make total sense. Thanks. EDIT: You were right, as soon as I added only 1 copy of the game, it let me purchase as a gift, thanks.

You also don't purchase the pack as a gift, you purchase it for yourself and the extras go in your inventory which you can then send as a gift.

Yeah, but it used to just put the extra one in your gift inventory.  It doesn't make sense anymore.
