LED quiet fans

I'm looking for some quiet LED fans just link it below if there is a thread for this already just link that took thanks.

looking for red or blue LEDs.

$20 to $30 for price range.

Friend recently bought the Bitfenix Spectre pros the blue LED version and from what i could tell they were fairly quiet.

Would prefer to recommend some Be Quiet! Silent Wings 2's or mid-speed Shadow Wings, or maybe some Akasa Apache/Rosewill Hyperborea's along with some LED strips. It tends to be a better idea.

 

But Cougar has some LED fans, if they're anything like their non-LED fans then they should be decently quiet.
