I had this (okay, slightly different but whatever) happen to me before, it was because of mods. Did a clean install and then added mods one by one until it stopped.

planning to get into skyrim again, this time I'm mod the shat out of it.

I did had similar (but not the same) issues due to other mods that I was using that alter walking speeds and ended up having to wait like 10 minutes for the caravan to arrive to Helgen. What I did is that I just made a save game as soon as you leave the cave on helgen and whenever I wanted a new game I just loaded that one, used showracemenu and changed to the race and stuff I wanted. Worked out great.
