it force restarts the PC

if your pc hangs, the reset button forcely turn off the pc.

To be more specific, the reset button on a PC will instantly restart, skipping any of that pesky "Windows is shutting down" malarkey, straight to the startup screen where you can access your BIOS (or not, if you don't need to.)
