new pc performing poorly, help please

hi everyone ,

I assembled a pc a couple of weeks back, put windows 8.1 on it. Thing is that it runs very poorly, stuttering all over the place, the mouse stutters when i open up a new page in chrome, the audio stutters along with video when i try to playback videos in vlc, the amount of crashes i have is tremendous. Soluto recorded 41 crashes of software in 2 weeks. Its been an absolute nightmare for me and i havent a clue what to do plz help.

My rig:

i7-4790

evga gtx 980 acx 2.0 sc

8 gb hyperx fury ram

2 tb wd hdd

gigabyte h97-d3h

gigabyte luxo x142 case

650w psu (no idea about manufacturer, got it cheap)

could it be that avast or any such program be causing such massive amounts of lag. please help

Look at CPU and RAM usage. See if theres anything out of the ordinary.

Make sure you have the full GPU drivers installed.

Couple things to try :)

Did you clean install windows?

Did you install all the windows updates?

Did you install your GPU drivers?

Motherboard drivers?

I don't think avast could cause this much hassle, but try uninstalling it just to check. In fact, try reinstalling widows if you don't mind doing that.

By the way, I couldn't help but notice that you have a lot of high end parts but no ssd to be seen. Get one as soon as possible. The difference is night and day. It might also be the cause of some of your problems.

-edit-

and for the love of everything, only buy reliable psus from trusted manufacturers. I'd get a new one as soon as possible. Possibly an 80+ gold certified or more.

Don't ask to ask, just ask... please 🤨

my cpu and ram usage is never anything extraordinary, plus i cant seem to pinpoint any real cause as to why this happens. i have monitored the performance using resource monitor, and it shows up nothing. even vlc i tried forcing its affinity to work only on core 3, but even that didnt help.

i intend to pick up a new ssd and psu soon.

my psu is mounted facing fan up as it isnt modular and its cables just dont reach the 8 pin power connector otherwise. so the gpu runs 10 degrees hotter than what ive seen the temp should be on the internet , but its still just around 75 degrees

When i say crashes i dont mean blue screen of death, i mean applications just keep dying whether they be games, vlc or chrome.

About drivers, i updated the mobos bios, nvidia latest game ready drivers. wiindows was installed on a brand new hdd. anything that can be downloaded through the windows update is installed.

and could you tell me to monitor voltage stability?
