I just bought this system 2 days ago and i followed Linustechtips video of the x99 overclocking guide he said 1.3V core voltage and 4.5Ghz. I tried that but my system only able to reached 4.3Ghz with the stress test software he recommended. HELP GUYS ! IM A NOOB HERE :(

Be sure to turn off adaptive voltage while stress testing, and set your load line calibration to around 50%. Not all chips will be able to reach that clock speed with that voltage. In this scenario you can either bump up the voltage further (just make sure your temperatures are safe), or turn down the clock.

Although the processors come off the same assembly line there are in fact differences in performance across the same type of chip. Follow the tutorial and keep adjusting settings such as voltage as necessary; sometimes only requires 10mV to get it stable so play around but just don't overvolt it and keep a watch on your temps to decide what you are comfortable with.

Just because he got to 4.5GHz doesnt mean you will get to 4.5GHz too.

Every CPU is different and some over clock more while others less.

You got a CPU that overclocks less, so that's just your luck.

There's nothing else you can do unless you want to buy a new CPU to try to get higher...which is not worth it at all.

Its becasue of the silicon lottery. different processors may be better or worse at overclocking

Guys thanks for your info! :) But what temperature shall i aim not to exceed while overclocking with my Corsair H110 with i7-5820k?

I'm pretty comfortable with 70C. I wouldn't really go over 80C, but your choice. But under absolutely no cirumstances should you ever get to 85-90C. If you do, turn it down until it gets to a safe temperature.
