Main CFX GPU does not Overclock

Hello,

I have two GPU's a Gigabyte HD 7850 and a Sapphire HD 7850, I can overclock both but, when the system boots, the Overclock is applied on both cards, but after about a minute or so, the Gigabyte goes back to factory settings. The sapphire however, performs at the overclock.
So I use MSI afterburner and in GPU Z it shows I have applied the OC, but when running a benchmark, it does not exceed its stock settings.
I have tried all softwares, but none help...
Even reinstallation of Windows and updating the bios on mobo and GPU did not work...

First I tried, AMD overdrive, didnt work (Comes default)

Then I tried MSI Afterburner as It is the most trusted one out there, didnt work.

Tried Gigabytes utility, OC GURU, didnt work.

The second GPU, Sapphire HD 7850, overclocks easily with all utilities, the Gigabyte one, in MSI afterburner goes to my Overclock of 1025 MHZ, then falls back down to 450 idle speed, and then in tests it goes only up to stock 975
