Edit #1

Nothing in my PC is OC.

Edit #2

Have tried swapping to a different screen, if you have one, to rule out that it's not the monitor?

It's probably most definitely the GPU, but it's always good to rule out other things first.

I have to monitors and it happens on both.

Ah okay, well that pretty much confirms it then, it's a GPU problem. I hope it's not on its way out for you. That means $$$ unfortunately.

I got a feeling it's just chrome. Can someone confirm this?

Hmm, well does it only happen when you have Chrome open?

Yes, not in desktop or anywhere else. except vlc

Hmm...sounds like a video related issue. I have you tried playing a video in Windows Media Player just to confirm this?

Alright. Report back of any problems when you're done. :)

Should I RMA my EVGA GTX 770?

Well, if it turns out to be being the cause of the problem, yes. It's a good thing that you bought an EVGA GPU because EVGA's customer service is fantastic. They should be able to help you out and make any RMA, that has to happen, go very smoothly. :)
