Dual 760s are more powerful than a 970, and in some cases a 980. (@ 1080p)

A 970 gives you more vRAM and better efficiency/heat output. 

 

It is a good upgrade that is worth the money, but SLI 760s are better value with the dirt cheap prices.

But as games require more vRAM, a 970 is going to be a little more future proof. (@ 1080p+)

Is the upgrade worth the money? How much of a performance will I gain over 760.

It is recommended to get 1 "better" card than 2 or more "lesser" cards. But do what you want to...And as far as "vs", if you mean one "vs" the other, the 970 will bitch smack the 760!!!
