Besides the reduction of clockspeed and power consumption are there any other results when underclocking/volting a CPU?
(Ex. I underclock an Intel i5 4690K to about 3.2GHz) What would the repercussion be on GPU performance if it were to be overclocked from 980MHz to 1.04GHz? 

Edit note: Okay thanks for telling me that going that high is physically impossible nor did I know how much the cpu draws in terms of volts.

Erm....slower performance?  And you can't underclock a 4690k by 25 Volts :P It's 25 microvolts.  The CPU goes up to 1.2v I think.  25 volts is roughly equivalent to 2 car batteries :P

THere is a oint where yuo cant underclock it any more and really of the side affects could be longer cu timeframe but i can also be less stable because just like a overclock you need to validate it .

P.S coming from me the guy who risked it all and put his 4790k at 5.1ghz  wouldnt reccomend underclocking

only for the most extreme cooling setups for 20ghz and beyond

you would have a cpu at negative volts and thus break physics
