Need some Advice on this.

Go on Linus' channel and search benchmark showdown. You will see a variety of cards at a variety of pricepoints, and how they perform playing popular titles. I think you will see that AMD cards are hard to beat right now in terms of price to performance. However, you also do need to think about the usage scenario. AMD cards are great for purely gaming, but Nvidia is better in terms of video editing or rendering. 

I need some help, because i don't what kind of graphics card should i recommend for my brother 

that will be playing games  @ 720p. 

the budget for the video card is 300$ thanks in advance :)

Get pretty much any 7850 and you'll be fine. Maybe sure you have a psu that can handle it. A cx430 can support ma 7850 with an adapter so any 450w bronze psu should do.
