Can a 700W PSU run 2 GTX 970?

Easily, a 600W could run two 970's.

You can run 2 970's off of a 550w with some room to spare.

even lower if its a good one. + overclocks

 

 

Is it save to overclock both cards with this PSU?

you can preety much go balls to the wall with a 700W psu and still have room left
