Samsung 840 EVO 120 GB SSD (boot device)

Try and bump this up to an 850 if you can, it's a bit faster and lasts longer.

Also those monitors have a really high latency.

If you are using this as a gaming machine than get 16gb of ram. If you are using it as a work station that go with the 32gb.

Mostly gaming.

32GB of RAM is a little overkill for gaming, But as you're spending around $5000 on the PC, You might as well just go with it.

The minimum requirements for a game at the moment is 8GB I think. Not too sure on this :D

what are some of the benefits of doing this

well most of the benefits are some great performances and a very low tdp. (takes les electricity and output les heat)  also. itoverclocks well and the sli with this is beast

you will be easely capable to run at least 1 4K display with that

I am a newb when it comes to custom water loops.  So i thought to start small and increase as I go.

There's really zero reason to get a custom water loop just for the cpu. Might as well get gpu blocks as well. And make sure there are blocks for your specific gpu even if you don't. Overall everything seems extremely overkill except for those cooler master fans which are pretty noisy.

would you recommend getting another 120 rad to water cool the gpus.  also what are your thoughts on noctua nf-f12 or noctua nf-s12a fans?

Probably. Note that I'm not that knowledgeable on custom loops but I believe that the rule is 1 120mm rad per cpu/gpu and 1 for overhead room so another 120mm would be ideal. You could probably get away without one but your fans might have to spin a bit faster. And you should be getting pressure optimized fans. The Noctua NF-F12 is good. Other good ones are Scythe Gentle Typhoons, Gelid wings, Noiseblockers, Silverstone AP123, and I'm sure there are other good fans I just can't think of right now.

definitely the 980s the 295x2 isnt exactly built for gaming. it also depends on the resolution of your monitors. if 4k you would want 2 980s, if just a 1080 1 will still destroy.
