So I've assembled a PC online, what are your opinions on it?

I would suggest getting 8Gb of RAM.

 

It depends on what he's planning to do with the build really 

Switching the processor for a 660Ti is really out of my budget.

If you can go just a little bit higher, have a microcenter near you, and don't mind relying on rebates, then this build becomes possible. I kept your 4 GB of ram because if that proves to be insufficient, it's an easy upgrade to 8 GB and doesn't involve replacing any parts. This build will perform WAAAAAY better than yours due to the current deals available right now.

Also, I left out the HDD since you said you were going to reuse your old one. I do want to caution you against that, as HDD's failure rate increases with age. It's not a question of if they fail, but when. If your HDD has seen heavy usage, I always recommend getting a new one for a new build. However, you may not mind taking the risk and keeping backups. It's your call though.

To free some money for 8 gb of ram you could build an MicroATX PC. The small form factor motherboards tend to be cheaper. And I will also suggest to get a lower end i5.

i would get an AMD Athlon X4 760K (not 860k, its not faster at all) with an ASUS A88XM-PLUS/A mobo, this mobo has S-ATA 6Gb ...just sayin', well it would have a PCie 3.0 x16 lane, but it only runs on 3.0 if you are using an FM2+ cpu
