Help With I5 Picking

Your only option is the 4690k unless you want to go with an outdated CPU.

You should be able to fit a 4690k in a sub $1000 build.

I am building a Sub 1K PC build. I Have everything picked out except the CPU. I am debating on which I5 to pick. I am planning to overclock. So I do need a k processor. Please help me decide on which Processor to choose. :)

I strongly recommend you look into a different GPU, that particular R9 290 has terrible reviews.

This memory module may run at a reduced clock rate to meet the 1.5V voltage recommendation, or may require running at a voltage greater than the Intel recommended maximum. Is there a way to fix that still with the same ram?

Thats not a problem, Just because intel hasn't validated it, doesn't mean it is not compatible.  I run a 1.65v RAM with my i5.  Its a non-issue.
