So I've managed to overclock my FX-8350 to 4.2Ghz just by changing the multipliers in the bios menu to 21x and without touching the voltages. The temps seem pretty stable running Prime95 for an hour or so with max of 70 Celsius and with a Hyper 212 evo. If i wanted to overclock further, say to 4.4, what would i need to do to the voltages? I have no clue how much higher I need to increase the voltages from the stock value.

Nothing unless it's not stable.

This and have you disabled turbo and set voltage to manual? 70c is 8c over the 'safe limit'.

It depends of your CPU, all FX-8350 don't overclock the same way. With an Intel processor you would get better real performance per frequency overclock.

Since you are running an evo 212 I would say as long as you keep prime under 90c up the voltage to the max to get the most ghz. You will hit your temp limits before your voltage limits unlike with intel cpu's.

AMD state that the max temp for that CPU is 62c.

I am also running that CPU overclocked to 4.2Ghz and my max temp never goes over 55c ON AIR when CPU is at 100%.  not sure why yours is running that hot.

I am using Gelid Black Edition CPU Cooler.

Personally, your temps seem a little bit high, so I would do a fresh thermal paste job and remount the cooler. But depending on your chip, you might not even have to touch the voltages.
