What program to see lowest,avg,high fps on games?

What program can i use to see lowest, average, highest fps on my games? 

(which one is jayz2cents using?)

 

 

Im running high end pc stuff but i still feel lagg spikes so i need to figure whats causing it etc and what to do so figured fps program is a start...

Mainly lagging on cod ghost and minecraft have no idea why.
