Yes, it's correct. DDR in DDR3 stands for double data rate. The 800mhz is doubled to make 1600mhz.

That's correct, the effective speed is the frequency x2, it's because the way DDR works, don't know exacly anymore why, but it's fine.

Is this correct?

I have 8gb 1600 Ram and CPU Z shows my ram is at 799.9Mhz, just double checking.

Offtopic but check out rainmeter. it's like the windows gadgets but less resource intensive and doesn't have all kinds of security holes.
