Is it at all possible to run (for example) Xbox 360 OS on a custom computer without adding additional programs yourself?

 

No, that OS does not run on the same hardware as  a PC 

 

Why anyway? just use steam big picture mode

The closest thing to what you are describing is an emulator.

Too bad an Xbox 360 emulator doesn't exist yet. That will take a while until it happens..

There actually is one but it is really slow at the moment.

The Xenia Emulator above seems to be just a proof of concept, not viable as it exists today. Their website - http://xenia.jp/ - is just a link to that youtube video and the code.
