My dad built a computer around 2008 with a Corsair TX650 power supply and used it for about 3 years until the computer gave him problems - unrelated to the power supply. We still have it sitting in a closet and I wondered that if I built a computer, would it be worth reusing it if I got the dust out or should I buy a newer one and start fresh?

Would the newer ones not be more efficient? 

 

Although I'm not sure, it's a guess. I would not personally.

If you are on a tight budget, then you could use it (its most probably fine) but if I were buying a new computer I would just get a new PSU because they arn't that expensive anyway when compared to a whole new system.

If it works you can use it.  Unless you want a newer psu with features the old one doesn't have then upgrade.  If the features of the old one work for you then use it.

Is this TX650 (CWT) or TX650v2 (Seasonic) we're talking about?
