Personally, I think he's way off.

He needs to download more RAM. 4GHz won't be enough.

No it would not bottleneck the GTX 780 because the 3770k is a very high end cpu.

Just a  thought, unless you are streaming, recording, or video editting, a 3570k would be fine for gaming. There isn't a worth-the-price kind of upgrade when going from the 3570 to the 3770 for gaming. 

The 3570k is basically the best CPU for gaming by price. Any CPU you get above that (3770k/3930x) won't help much unless you have SLI/Crossfire and need to keep it from bottlenecking. Just some advice if you want to save a little bit.
