operating system question

i have a laptop  with a 1tb 2.5inch drive and i have a newly built pc but not operating system could i take out the drive from the laptop and put it in the pc and would it work?

Basically this. You need to make sure all the drive connections are compatible too.

Put an ISO on a thumb drive, turn off the PC, turn it on while smashing delete, choose to install the ISO on the thumb drive onto the hard drive of your choice. This formats it in the process

the hard drive came with the windows 8 and upgraded to 8.1 and i still have the recovery discs, so do i put them in and format the hard drive and then stick it in the pc?

In your case, you need to buy a license of Windows. The license that came with your laptop is non transferable (but cost really cheap, to give you a laptop at a lower price).
