Getting shocked from metal parts of rig

Should I connect a wire touching my PC case to the window which have metal grills? I've been shocked too many times, even inserting USB devices needs extreme caution. My PC has metal casing and just recently changed from a generic PSU to 80+ bronze 500W. I'm also using AVR but is plugged into 2pin outlet because it's a norm in this country. I'm more worried of shorting out of components though. I don't know if the house is grounded, my laptop usb port and powerbrick would also shock me which I'd say at equal amount as my PC.

No your PC case is sufficient as a ground

The most common result of insufficient wattage is a paperweight that looks like a PC

OP, connect it to a radiator, if you have central heating. those are connected to the ground

ensure you installed your standoffs.

Erm, are the standoffs properly installed? The case should not be conducting the electricity from the PC components.
