I have an Intel I5 4670K and the Corsair 450D case which supports a 360 mm radiator with a top mount I belive. What do you guys recommend with a $50-$80 (maybe a $100 if it's worth it) budget?

corsair h100 (240mm?)

That's out if stock and extremely expensive.
The radiator is a little small. Is that because of my price range?. Does it do a significantly worse job cooling than a larger radiator?

That is one of the best performing AIO around for the price rage you gave at present. Any dual 120mm or 140mm radiator AIO will be $90 - $140 depending on where you buy it and if there is a sale or not. Also, it is not just the radiator you have to worry about with an AIO, the pump is also a big concern and these pumps have less failure rate.

I have the same CPU and Case,  Currently i use a h100i (240mm) This hits nicely with the case and works well for me
