I tried maintaining a budget of around 550 dollars before rebates and this is what I came up with i already own that case and two of those fans, my main intents for this and streaming, editing videos and overall gaming and close to max settings for most games.

You want to run most games at max settings with a 270? Which games?

The 270 can run most games at Ultra Preset, sometimes High preset, or sometimes ticking down the AA or AF

I agree with JEman99's changes, and I don't think you're really going to be happy with an R9 270 if you expect games to run smoothly. As I did when I bought my R9 290, you can find very good prices on AMD cards barely used on eBay. I did a search an found several 280x cards for around $140. If you don't want to risk getting a used card that's defective then don't and I would suggest a 280 as a much better value per dollar. Keep in mind though that people who were previously using AMD cards for mining are selling them off like crazy these days because it's not profitable anymore.
