Workstation PC for my dad

So my dad's Pc just failed and me and my brother want to build him a new one together. Let's say a Budget of 1000€. The case hasn't to be a fancy thing. And the PSU should be a 80+ Gold rated.

What kind of work is he doing?
Photoshop? Extremely intensive video editing? Spreadsheets?

Workstation could mean 4K video editing, it could also mean online banking. More specific please.

A workstation on 1000$ is hard, unless by workstation you just mean a internet browser machine.
