Prime95 rounding was 0.5 expected 0.4

Thats what I'm doing but its strange that this card doesnt work with the board but it works with other PC's so I'm thinking the board has faults on it.

It's possible. Do the voltage bumps and see if that fixes the rounding errors.

Then try the GPU in the other x16 PCIE slot.

Ive already tried everything for it, it just isnt compatible with that PC, using my 7970 right now, the splash screen with my 7970 works perfectly even without drivers so its a hardware problem

He is simply not willing to increase the voltage. Clearly, this individual is trying to avoid it, even though you've mentioned it several times now.

I had a similar rounding error in Prime95 with my system. Sure enough, it was simply due to lack of voltage -- in my case, not enough for the CPU.

It appears that way and I can only do so much if someone simply decides to do otherwise.

Rounding errors in Prime95 have nothing to do with the GPU. If it failed a few benchmarks then I would suspect the GPU but chances are the CPU, IMC, and ram are all starving for voltage and 1 is so low(I have money on the IMC) it wont finish a boot sequence.
