Hi. My budget is $1300. I am unsure of what parts to choose for my build.  I am leaning towards an AMD 8350 and a Radeon 7950.  I feel like I want 16gb of ram and am leaning towards water cooling my cpu (closed loop, pre-done).  I would like it to stay pretty quiet as well.

After this, I get completely stumped on what particular parts I should use. I have optical drives already and I also plan on reusing my hard drives. I own a copy of Windows 7, which is what is on my current rig.  I plan on mostly gaming, but also some editing here and there when I need to.  I like RPG games (Skyrim with mods, the Witcher, Tomb Raider, Batman Arkham City) and the editing programs I use are Pinnacle Studio, After Effects, and 3DS Max.

Could someone please lead me in a good direction or give me a good direction?

You can go for this and get a second 7950 if you wanted, tons of other options you could do.

I wish I had your budget :(

I like your setup so far but go with a swift tech 220 instead for the cooler or a d14 since they send you new brackets if the sockets change.

You could probably work in a 4770k with that budget, if you wanted to go the Intel route.  Do you already have an SSD?

Main rig: i7 3770K @ 4.54, Sapphire R9 290, Sabertooth Z77, 16 GB Mushkin Redline 2133, Lian Li PC-P50R, Seasonic 860xp Platinum, Kingston Hyper X 3K 240GB

freeNAS server: AMD Athlon II 170u 20W, 5 x 3TB WD Red in raid-z1 (12 TB)

media centre: AMD A10-5700, crucial M4 (boot), running XBMC,4 x 3TB WD Red, 3 x 3TB WD green + 2TB green in FlexRAID (17 TB)

i'd change the cpu to a fx 8320 unless the price difference is less then 10$ , the difference is a .2ghz factory overclock.

i'd change the power supply to a 500w-650w reliable one would be fine depending on which one is less expensive , the computer won't even draw 400w.

i'd change the motherboard to a  Asus M5A97 R2.0 / Asus M5A97 R 2.0 LE , unless they plan to do crossfire

Asus M5A97 R2.0

You're telling him to spend more on a part for the future as opposed to having him put those funds towards a part he needs now.  Brilliant advice, especially for a GPU that will probably be outdone in the next few months or so.

I don't understand why you're being an ass to me about it, he clearly said he wanted a 8350 and a 7950, I gave him the expandability to have two, and I never said he should spend it on a 7950 in the future, I said you can get a second one if you like. I didn't say later or now. No reason to be a jerk to me.

Also, if you're worried about parts being outdone and to continuously wait for the "newest" thing, you're never going to settle and buy the dam thing. There is always going to be the "NEXT BEST THING", it's part of life.

Your first post is clearly stating that he can get a second 7950 in the future.  That's $50-$60 down the drain for a part he needs to buy now.  By this regard, you're also suggesting that he buy a motherboard with an XFire/SLI feature he can use in the future.  With the money saved from a buying a reliable 550w+ PSU, that's another $30-$50 for a 7970 that he can buy now.

Feel free to disagree with me for giving him the option to buy a better GPU now.

I don't see a reason to spend all $1300.
