I just had to set Unicode settings back to English. 
Weird, I know.

I just installed BF3 with the patch (fresh install), and I'm now seeing this message. 
I'm pretty sure I have the latest drivers and DX version. 
What seems to be the problem here?

Go into your C:\Program Files (x86)\Origin Games\bf3\__Installer\directx\redist

 

and delete all of the CAB Files
