you can never tell how loud a card is by watching a youtube noise test. with the right microphone, I could record the heartbeet of a cockroach and make it sound like its a skrillex song at full volume.

Keep in mind that's pointed directly infront of the card. Unless you sit with your graphics card on your keyboard the test isn't very realistic. You've not heard a GeForce FX5800 Ultra have you? :P

Lesson learned, never buy refrence amd coolers unless amd makes tri-x coolers for refrence cards

It is loud because of the high CMF (pushes tonnes of air), give the little label a watch :P
