Any software overclocking tool will allow custom can speed curve control, so like MSI Afterburner, EVGA PrecisionX, Asus GPUTweak...

Yes. With Msi Afterburner, you can set a custom fan curve. http://event.msi.com/vga/afterburner/download.htm
