used and recycled components
 
take a look through goodwill or something, sometimes they have some decent salvageable stuff or build 2nd hand off eBay/classifieds/OCN with a new PSU.
 I can make this at the cheapest from bottom of the barrel parts.

You will still need an OS from somewhere.

I would think your better off buying a refurbished optiplex with a C2D for your grandparents then buying computer parts that aren't that good.

I wouldn't really recommend this build, your better off buying a cheap chromebook or a refurbished optiplex with a C2D

This is good but I think a 120gb would be better for the ssd. A 120 kingston now is only about 60.
