Custom loop that cheap is impossible.

Actually, EKWB sells a pretty affordable custom loop kit under 200 USD.

By custom loop do you mean a rad, pump res and CPU block that is basically the same as an AIO? because I dont really class that as a custom loop until you start including CPU blocks and then things can start to get expensive. You're right, you can get a 'kit' for that money, but I dont believe what one of those kits delivers is what he is after here.
